Yep.
1. Get a wireless router with additional Ethernet sockets (e.g. Belkin
part # F5D7230uk4, which would probably set you back about £50);
2. Get an Ethernet card for your main desktop computer (you probably
already have one);
3. Set the IP address on that Ethernet card to 192.168.1.100 with network
mask 255.255.255.0;
4. In the Windows dial-up networking settings on your desktop, enable your
dial-up connection for "Internet Connection Sharing";
5. Run a Cat-5 cable from the desktop to the router;
6. In the router settings, make sure DHCP is enabled (it probably will be);
7. Set the IP address on the router to 192.168.1.1 with network mask
255.255.255.0 and gateway 192.168.1.100;
8. For each client, get a USB dongle -- with the network set up as above,
you should be able to just plug it in and go.
That's more or less it. I suppose I could mention setting up WEP security.

furthermore there's even the (now old-fashioned and very low-tech) throw a
long network cable over the bannisters technique - a bit like the
super-long telephone extension cords that were all the rage (no house was
a home without one) a decade or so back.

Which just begs the question how do you know which Wifi network is open
for public use and which isn't? I am assuming that the guy who was charged
did not actually break in, but just used an open Wifi connection.
