Why isn't this page appearing?

The directory exists and the file exists:
http://timchuma.com/photos/crybabytote/index.htm

For some reason it keeps coming up as a 404 on my computer.

This file also won't record any changes I make to it:
http://timchuma.com/photos/

The site is hosted on Myqth.com, but this is the first trouble like this
I have had with it.

404 here too. It's definitely not uploading correctly - check your FTP
settings, transfer settings, rename to index2.htm and try uploading
that, refresh everything, clear your cache, make sure you're on a
correct dialup to upload if that's what your host requires, undo any
..htaccess changes you might have made, make some sanctimonial plea to
God to make it work, order out, get someone else to try it, dress in
women's clothing...

well if the first few ideas don't work, the last ain't gonna hurt...

check to see if it's on the server at all. Maybe you're uploading to a
different server. I've got around 20 different servers in my ftp
client, and it's easy to connect to the wrong one.

And that you are working with the correct copy of your file, if you have
more than 1 copy around. I can't tell you how many times I have been
baffled by changes to a page not showing up until I discovered that I
was changing the backup or some such thing.
