is this normal?

Thought my server was down, so i contacted my host, the reply was:

"Upon further examination, it appears that it was not the firewall
that was blocking you. cPanel itself blocked you from accessing the
server due to the amount of connections you were making to the
server."

does cpanel normally do this, or is it a setting that the host can
setup?

I know I had a lot of connections since I was checking emails (using
Horde) and uploading/downloading making changes, adding news, etc..
but isn't that normal? lol
