How do I stop search engine cloaking of my site.
I have many number 1 spots on google and some one keep make the search
result point to their site the cache is still my site.

I suggest that you report this as a case abuse to Google:

http://www.google.com/contact/spamreport.html

If somebody uses search results pages as site content (I hope I comprehended
your fuzzy description), it is not original content. It is not intended for
human visitors either.
