how do I find out if I am really on broadband?

I have counters on all my sites and they show 'me' as being on a dialup connection
sometimes, and then sometimes in broadband. I am not over my limit so I should not be
moved to dial-up

Here is one IP address of my ISP 220.253.90.133

I do not know where I should be checking this.

they offer dialup and broadband. The 'shape' and so I often believe I am moved to dialup
quality.
