HELP:Alt tag hover

Hi, I would like to create an effect similar to the alt tag for images, but
instead of just being the standard text box that pops up I would like a
bigger, coloured, multiline text box.

I have seen this but can't remember where.

Anyone know how or where it is used?

I know, but the site pretty much validates beyond that and ALT tags. The
site is a fun site where I experiment, so I dont care too much about how it
runs (although, it does generate over 3000 IP addresses a day, which is
frightening)
