Which tags are affected by the <BASE> tag? Clearly <A> and <IMG> are, but
it appears that <LINK> (e.g. for a stylesheet) is not. Is this correct?

Kick me for trusting client-provided content. The name of the stylesheet
file was correct in all the files, except of course the one I was
applying the <BASE> tag to.
