Not unusual. A lot of places don't install phpMyAdmin.

But the fact you have no idea how to install it yourself bothers me
greatly. A webmaster needs to have a certain amount of technical
expertise; he doesn't need to be an expert at everything but should at
least be able to upload files and change parameters.

And phpMyAdmin is one of the easiest packages to install I've ever seen.
