Web requirements of small and medium sized charities

I'm advising a number of small and medium sized charities (no names or
URLs, sorry), about revamping their current, inaccessible, table-based
and hard-to-use websites.

My experience is divided between managing very large corporate websites
using bespoke CMSs, and small, hand-written, plain HTML sites.

It's clear that the organisations I'm talking to fall between those two
extremes, and are likely to need modest CMS-based or at least database
(ASP/PHP sites).

Given that their budgets are small, and meant for other purposes, what
might be available to support them? Is there any organisation working
with such groups, which "gets" how the web is supposed to work? Or
forums where such organisations can share their experiences? Or a
mentoring scheme, perhaps?
