Okay, used Spartanicus code;

But I think the browsers are trying to download the entire mpeg instead of
streaming it.

If you want to initiate streaming you need to use a redirector file.
There is no redirector file format associated with MPEG videos, but if
limiting the client player to those capable of handling MS Media files
doesn't bother you you should be able to use the redirector file format
for a Windows Media format such as WMV:

MPEG instead. Media Players capable of handling Windows Media are almost
certainly capable of handling MPEG-1 video files, and I'm not aware of
players complaining about the unexpected file format.

Note that the fall back solution in the form of a link to the MPEG as
demonstrated in the <object> code example I provided will be needed by
people who do not have an embeddable Windows Media capable player such
as people who only have QuickTime (which can also play MPEG-1 videos).

Well I guess that's buggered me over then seeing as it's my multimedia
testing site. Just got myself 'Sonic Foundry Vegas' video editor to, and it
is brilliant.
