Is there a browser, using the KHTML engine, available for Windows?

No, although there is a project that aims to port the rendering engine
to Windows (don't expect that to go anywhere).

I use a Linux Knoppix boot CD which has Konquror(sp?) which uses the
KHTML rendering engine.

You have a few valuable tools:

* http://BrowserShots.org - will show the screen output of both Safari and
Konqueror (both use KHTML

* http://khtml2png.sourceforge.net/ - Pretty neat!

* VMWare is now free, so you could install Linux (KDE) under your existing
Windows environment

* As pointed out already you could either

- Use one of the many Live CD's:

- Get a dual-boot setting: http://www.frozentech.com/content/livecd.php

- Connect to a remote Linux machine with KDE and X forwarding

Hope it helps,

Roy
