Hi whoever
I want to create a site where visitors can add their own pictures with
little effort. Any guidance on a template will be tremendous.

Perhaps try a blog, or check out Picasa with Google.

Not with Publisher. There are several good (and free) portal software
programs that will do uploads, but which one will work for you - can't say -
you have to know what your host supports; ASP/Access/MSsql or PHP/MySql etc.

oh yeah, there are things like Coppermine too (php I believe) which do just
albums with uploads and comments by viewers too.
