translating a PDF to HTML

If one knows the URL to a PDF hosted on the web, is there a way to use
Google to translate that PDF into HTML for viewing via a standard web
browser? I know you can view the contents of a PDF in HTML if that PDF
is found via a Google search, but I would like to change a PDF directly
to HTML if at all possible.

Can anyone help?

Google doesn't have a feature like that. I'm sure if you used their
web search to try and find a program that could do this, you could
probably find one. Good luck; however, as searching for a specific
program is like searching for a needle in a haystack. Try telling
Google Advanced Search to find the EXACT PHRASE "PDF to HTML." That
would greatly increase your chances of finding what your looking for.

Thanks for the suggestion, but I would like this to be web based if at
all possible. It just one less thing to install and one less potential
problem that I'll have to deal with (as this is for a friend who is not
very computer literate).

Side note: does anyone have a email address that I could email Google
suggesting this as a feature? They already have the core coding done
for their search engine, and I can't imagine that it would be very hard
to spin off into its own feature. I can't seem to find a suggestion
email address for Google anywhere.
