FUND AND RELIEF ASSISTANCE MANAGEMENT

APPEAL FOR FUND FOR POLITICAL/CONVENTION REFUGEES
AND FIRE VICTIMS IN THE STATE OF MASSACHUSETTS

Re. Applicants: Dr. Phillip C. Ofume, Mrs. Maureen N. Ofume and Six
Children - From the Endless Refugee Conditions 1996 - present to
Victims of the Braintree, MA USA Fire Incident on Jan. 27, 2006.

To maintain and manage this fund and relief assistance, account manager
and director have been changed because of administrative reason. Dr.

Applications for the position of a new manager and director is being
reviewed. All donations are advised be sent directly to the Ofume
family at 33 Arlington Street, #1 Lynn, MA 01902.

2. Reason for the Appeal

a. The family has no money to pay bus/train tickets. They walk
several miles with young children (ages 2years to 5years) during the
bitter cold weather, snow and rain.

b. The family has no money to pay for subsidized medicare.

c. Female members of the family have no money to buy sanitary and other
personal maintenance products.

d. After the on-going one month ONE TIME expedited food stamp thus,
ending effective April 3, 2006, the family will not have money to buy
food. They will be drilled to danger zone (food pantry) where their
political rivals will pitch food poison squad to eliminate them.

e. The family has no money to pay for children subsidized bus fare, buy
school supplies, etc.

f. The family has no money to buy toilet papers, children diaper,
clothes , shoes, etc.

g. The family's accumulated rent and utilities are over $8000.00
before the fire incident on January 27, 2006 at 8 Hall Avenue,
Braintree, MA 01284.

h. The family lives in total blackout of communications - telephone,
tv, radio, etc.

i. The fire incident forced the family into shelter provided by the
Metropolitan Boston Housing Partnership(MPHP) where the caseworkers
have personal keys to enter the family's apartment without ringing
door bell.

j. In the United States of America, the Ofume family suffers severe and
manipulative refugee conditions under zero-income and as this condition
seeks to secure certain relief before the US
Immigration Court, on January 27, 2006 fire engulfed the family's
apartment at 8 Hall Avenue, Braintree, MA 01284. Now the family suffers
double refugee conditions - pending refugee condition before US
Immigration Court and fire base refugee condition.

k. Bitterly, this family of six children and two adults without
income including job authorization, food stamps, welfare, child
benefit, etc. The Americans and US democracy reject this type of harsh
punishment. Americans are called to their usual domestic and
international humanitarian obligations to assist in order to save the
lives of this family from cleansing.

l. The family has lost everything as result of the Braintree fire
incident on January 27, 2006 and the seizures stated in (m) below. They
can not start life again without your assistance.

m. Unlawfully, the Canadian government seized over $11million on
December 17, 2003 at the family's personal home at 8 Edwin Ford
Court, Bedford Nova Scotia, Canada B4A 4B6 (see the Law Courts of
Canada or direct search by login keyword, "Dr. Phillip Ofume" on
any search engine - Google, Yahoo, MSN, Alta-Vista, Lycos, etc. or In
the matter of: Ofumes vs. CIBC).

n. Without reason, US Immigration Court refused to grant them job
authorization and in the other hand the Department of Transitional
Assistance has drilled them across serial litigation from court to
court including the appeal before ESSEX SUPERIOR COURT, MA. It has
never been easy for people without income to retain Attorney to fight
their fundamental human rights.

o. Denying them means of livelihood or all transitional assistance
benefits including child benefits, food stamps and cash assistance as
if under constitution democracy which we practice, children and adult
do not need food; communications; pay medicare; female/male do not
need sanitary product; pay transport fare; go to school - bus, buy
school supplies, etc; male/female do not buy and wear clothes/shoes,
buy toilet product; buy children diapers; pay rent/utilities, etc.;
etc.; etc. Our leaders must be called to orderliness because
America's image is at crossroad and going to be tarnished more and
more.

p. All list of the probono legal services in Massachusetts provided
to the Ofumes by The Honourable Secretary of States and The Honourable
Secretary of Homeland Security (letters dated November 4, 2005 and
November 29, 2005); etc refused to take the Ofumes's case. Majority
of these Attorneys confessed that the family's case is the worst
immigration case ever heard in the history of US Immigration - inside
and outside countries (Canada and Nigeria) of persecution exhausted the
domestic mechanism, board, commission, tribunal, state supreme court,
court of appeals, national supreme courts, etc and thereafter exhausted
international mechanism, United Nations and securing 3 UN Special
Rapporteurs and 3 UN Reports.

q. Lawyers/Attorneys in Massachusetts want $10,000.00 and above
excluding other costs to take carriage of the Ofumes' case. Catholic
Charities, PAIR, Greater Boston Legal Service, etc said that the case
is huge and that they have no money to conduct research and
investigation on the case.

3. How the fund will be used:

a. Rent apartment and pay utilities pending the granting of job
authorization and securing employment

b. Buy food and other personal maintenances pending the granting of
job authorization and securing employment

c. Transportation and related services pending the granting of job
authorization and securing employment

d. Payment of legal fees and costs - Immigration case

e. Children Education including recreation, busing, school supplies,
etc

f. Pay off past debts mentioned above at 8 Hall Avenue, 2nd Floor
Braintree, MA 01284

g. Replace burnt/destroyed furniture and other properties - The
family has no insurance coverage. The landlord told the Ofumes that he
has no insurance to cover the inconveniences costs.
etc.

Reason for incessant denial of transitional assistance and highhanded
mistreatment:

Without iota of doubts, all these persecutory and torturous conditions
directed against the Ofumes are directly and indirectly connected with
the longstanding plan of the head of the Ofume's family, Dr. Phillip
C. Ofume to become the President of Nigeria. He is candidate in exile
campaigning for the Nigeria's Presidential Election 2007. Other
animosities held by the Canadian government are Dr. Ofume-led discovery
of the Canadian genocide and related cruelty over 400 years - present
and the suspected role of the Canadian government on the gruesome
murder of Chief (Mrs.) Kudirat Abiola on June 4, 1996 and the
incarceration of her husband, Chief MKO Abiola, bona fide winner of the
Nigeria's most transparent and fair Presidential Elections on June
12, 1993. Untimely and mysteriously, Chief MKO Abiola died in prison on
July 7, 1998.

Notwithstanding this harsh condition, Dr. Ofume has step up his
campaign and surrounded by several volunteers across the world. Dr.
Ofume is here and there in any search engines (Google, Yahoo, MSN, Alta
Vista, Lycos, etc) which maybe accessed by login keyword "Dr. Phillip
Ofume".

Past and present leaders of Nigeria have looted several billion dollars
of Nigeria's wealth. They are using these monies to organize domestic
and international mafia cartel to fight and silence good and sincere
leaders that would bring change to Nigeria.

The Ofume family is highly skilled refugees with two doctorate degrees;
on-going Ph.D. (Ministry); Multi-lingual (French, Ika, English and
Igbo); law background as advocate (over 6 years) in the Canadian law
courts; special skill on mediation and conflict management and
resolution including advanced mediation, etc.

The Ofumes are Political/Convention Refugees, Statelesspersons and
former Prisoners of Consciences officially adopted by the United
Nations High Commission for Refugees (UNHCR - 1996) and Amnesty
International (International Secretariat, London UK - 1997) in
accordance with the UN Convention of July 28, 1951.
