How often should one re-submit?

I have a new potential client and they say their current
designers/website providers submit their website twice a month to
search engines.


How much of a difference would that make to ranking? I wonder if there
is an automated way to do it as well?

Submitting to SE's is considered by many a complete waste of time,
unless you want to target some of the smaller SE's. In fact some SE's
penalise you for submitting often, whilst others such as Google don't.
However, if you read Googles Webmaster Guidelines, they suggest that
although you can submit, it is more likely that your site will get
picked up naturally, by way of their robots crawling the web regularly.

Easygoin's got it right. There's no need to resubmit websites to
search engines because there's only two ways that sites drop out of the
search engines completely: (1) if they no longer have any links from
other well-ranked websites or (2) they are penalized. Resubmitting
will not overcome either of those problems. Automated submissions are
a violation of the search engine's terms of service and are routinely
ignored. Search engines no longer penalize sites for oversubmitted or
automated submissions to prevent malicious mischief, as the saying
goes. In other words, you can't kill a competitor's site by submitting
it every day, ;-)

There are a few instances when resubmitting to Google can help a site,
but they are pretty rare, and it usually only speeds things up a tad by
generating a crawl of a URL that would routinely get picked up in time
anyway. Good luck!
