Google policy for screen scraping APIs

I've written a python library which hits up
http://google.com/translate_t and 'screen-scrapes' the formatted html,
extracting the translated text as output for a language translation.

I'm considering writing a REST based XML-RPC API which wraps around
this library to perform language translations. I was wondering what is
Google's official policy for this kind of use, escpecially if the API
were to be exposed to the world.

Does Google already have a more friendly XML based API for developers
to use?

If not, I would of course credit google inside the XML of the
translation API output.
