Does google see these two URLs as the same?

Can anyone tell me if google and other search engines would treat the
following URLs as the same or not?

http://www.oil-testimonials.com/esse...1164/skin+rash
http://www.oil-testimonials.com/essential-oils/1164/


The top URL is passing "skin rash" as a search phrase. I have found
that this helps Adsense better understand what a visitor to my website
is looking for. By doing this, the ads shown on my site are highly
targeted even more than normal.

However, I don't want Google to see this as two separate webpages.
They are one in the same, and will both show a testimonial regarding
baby rash. Not wanting to try and trick google or get banned, I want
to do this right. Any ideas?
